Here's the detail that sells it, and I'll die on this hill: horns and low end over moving water hit different. There's no back wall for the sound to slam into, so the music opens up and drifts out over the current, and an early downbeat means you get the sunset doing your lighting design for free. It is, functionally, the best natural venue in central Illinois, and it cost the city a river it already had.
Why it matters: a lot of mid-size markets treat their waterfront as scenery — a nice place to park, a nicer place to photograph.
