Arts Fest Is Back Wednesday, and the Town Is About to Get 125,000 Neighbors

For fifty-one weeks a year, downtown State College belongs to the people who live here. For the fifty-second, it belongs to everybody. The Central Pennsylvania Festival of the Arts — Arts Fest, to anyone who's ever fought for a curb-side spot on Allen Street — runs Wednesday, July 8 through Sunday, July 12, and by the time it wraps, roughly 125,000 people will have poured through a town that spends most of the summer pleasantly deserted.

The engine of the thing is the Juried Sidewalk Sale and Exhibition, 300-plus independent artists lining the streets from 10 a.m. to 7 p.m. Thursday through Saturday (and 11 to 4 on Sunday). But you already know about the art. What you may not have penciled in is the music, and this is a music column, so pencil it in.

Arts Fest's performance program is one of the great free bills in central Pennsylvania — the festival's own promise is "from bluegrass to rock to jazz to gospel, there will be a show you'll like." Sets run from 11:30 a.m. to 11 p.m. Thursday through Saturday across a constellation of stages: Sidney Friedman Park, the Old Main Lawn, the Allen Street Stage, and indoors at the State Theatre. Wander with no plan and you'll stumble into a fiddle band, a gospel choir, and a bar-rock four-piece inside of an hour. That's the correct way to do it.

Wednesday, July 8 is Children and Youth Day (10 a.m.–2 p.m.), and it climaxes with one of Happy Valley's genuinely strange and lovable traditions: the 3 p.m. Grand Procession, a parade of towering papier-mâché puppets marching from the Old Main Lawn down to Sidney Friedman Park. Stick around to 6:30 for the Community Sing-Along on Allen Street — the closest this buttoned-up college borough gets to a mass campfire.

A few logistics from someone who's done this fifteen times. Park once and walk; the downtown grid becomes a pedestrian maze by mid-morning and stays that way. Bring water and cash — the artists prefer it and the July sun on the asphalt is no joke. The Craft Beverage Garden and BookFestPA give you shade and a place to regroup. And build in the fact that half your friends are working a booth, so every hundred feet is a conversation.

There's a reason Arts Fest anchors the summer here. In a town organized entirely around a football calendar, this is the one weekend that belongs to painters and puppeteers and a gospel singer on the Allen Street Stage at noon. The students are gone. The artists have the run of the place. Come be one of the 125,000. The festival concludes Sunday at 2:30 p.m. until then, downtown is a stage.
